[kictanet] Victor Kyalo confirmed as first ICT Authority CEO

I wish to congratulate Victor Kyalo, he is very progressive and humble and
has brilliant ideas, i just hope he will walk with us just as Paul Kukubo
and Dr. Ndemo used to do (forgive me for remembering the onions and garlic
in Egypt).
