Dear Sam,

What we need in business/governance is to break down tasks and assign
responsibility to one person.

An official in finance is assigned to disburse funds to the IT
Head/Department/Official or contracted IT Firm.

An automated workflow can send e-mail and sms reminders until the task is
marked as "completed".

With determined, empowered, straightforward people, these systems are not
hard to put in place.

Noting there is IPad 4 training going on for MCA's, note how the iphone
(browser) was developed :)
