Dear Bernard,
If I am not wrong the new broadcast dispensation (digital) takes a totally
different approach, especially for TV. Only 3 (or is it 4?) companies can
install and operate digital terrestrial broadcast equipment. These function
as signal carriers.
Almost anyone can contract services from these companies for digital
content distribution. I suggest you look up the detailed overview and
regulations via the CA website.
As for radio broadcast I think that the above as you have indicated
pertains....
