Some sensible government departments and state corporations in Kenya are
investing in project software.

Publishing their work (consistently) for the public should be possible if
sufficient skills are developed or contracted to do so.

This assumes, there is nothing to hide, in which case, ethics more than
skills are what may be lacking.
