Interesting articles. The lesson for me there is that education (the right kind) is critical to building any type of Silicon (valley, Savannah or jungle!). 

I like the use of the word environment to quote the good minister '...The Government vision of building a Silicon Valley Environment' This alludes to a mindset more than a 'Thing'.
