Walu, I hear you, and am also dissapointed re the technological failures.

However, I was an accredited election observer, thanks to assistance from
three or more people on this list. :-)

I agree that electronic transmission can reduce tampering. However,  the
vote tallying process I saw at both the polling station level and at the
constiuency level was very difficult to rig, in my opinion. This is because
political party agents had to sign off on the count at both the polling
station level and at the constituency level.

Victor Bwire? what did you see.
