There’s more than enough market for Postel. e.g. couriers have mushroomed all over Nairobi, that’s business that Postel could easily monopolise (they can hire riders in various towns to deliver letters door to door). Just because Nairobi doesn’t have a centralised addressing system it doesn’t mean that Postel can’t come up with their own system, which can be adapted by the city later.

The bottomline question that plagues most Postal Services is whether they can be ran independently and at the same time at a profit?
Postal Services provide such basic services in elementary communication that sometimes they would need to ran, for at least an entire country to communicate, even if they are doing so at a loss. As an example, I doubt there is little business sense having a Post Office for the whole of Turkana County, but, basic service delivery demands it.
In a way, and as a country, we need to look at the previous Kenya Posts & Telecommunications as one with some parts by default probably being the revenue earners, others due to their very nature, revenue lossers.
The targets we set Postal Services should primarily be about service delivery & revenue generation second. It would hence make more sense if Postal Services could guarantee delivery of parcels across the country in say 7 days, and hence boost eCommerce significantly when everyone, including that guy in North Horr has a distinct Postal Address rather than make a few billion shillings in profits by closing most of the postal outlets.

We know that interconnection exists in the postal/courier sub-sector, and indeed CCK encourages it. That is why are basing our projections on both the public and private postal/courier operators. Just to summarize my two earlier responses, we shall realize the target by:
1. Using USF to expand PCK post offices,
2. Encouraging usage of postal outlets for government services hence securing sustainability as well as expansion,
3. Licensing more rural private postal/courier operators
4. Liberalizing where possible certain existing postal exclusive services currently reserved for PCK to encourage growth. We have commenced a comprehensive study in this area to inform the review.

You understand the folly of relying on private couriers, they have a discretion of deciding where to pitch their business. Do you know even private couriers rely on Posta and EMS to reach Lokitang, Loitoktok and Longisa?

You may wish to note that, from a regulatory perspective, postal outlets also include private courier outlets whose numbers have been growing consistently at a rate of 20 outlets per annum.
According to the Kenya Information and Communications Act, Cap 411A, the post refers to any system for the delivery of postal articles. A postal article is anything deliverable by post.

There is no e-commerce without a distribution network.
In CCK's 5 Year strategic plan, they have promised to increase Postal /Courier services from 28,000people/postOffice to 20,000. I asked last week how they intend to achieve that!

Hi,
It is with shock that I read about the closing of some of the post offices around the country by Postal Corporation. This is an indication of a management that has no vision or ambition maybe as a result of using the corporation as a retirement centre.
With us trying to achieve universal access, http://www.cck.go.ke/services/universal_access/downloads/FinalUAreport.pdf, shutting down post offices is a step in the wrong direction. It is unfortunate that we have heard no reaction to this issue from the ministry of information, CCK or even Kenya ICTBoard.
It is time Postal corporation was run by someone who understands the transitioning of the role of the postal corporation in the digital age, to me they are the perfect platform for rolling out digital villages, outsorucing service and e-commerce. This will avoid the appointment of executives who are more interested in the supply of fuel, tyres and insurance as opposed to moving the organisations to new heights.
Implementation of e-mail to mail systems would reduce the costs of transport incurred by PCK which makes up over 60% of their operational costs. Unfortunately most of those who have been appointed to the post of post master general have no appreciation of the role of the postal services in the development of the nation.
Do not listen to the myopic stories about the death of the postal service because of e-mail, facebok and twitter as you and I know that a physical item can never be delivered electronically.
I believe the appointment of the next post master general and by extension the chief executive of the Kenya ICTBoard and CCK need to include vetting and recommendations from the private sector with clearly defined performance indicators.
