I pay for a 8mb connection and this is the service I recorded last night on my phone's ewifi connection

Please note the download speed is 0.9mb. Is there any legislation / regulation to protect the consumer and ensure that the product delivered is what it says on the tin? How can we make the ISP responsible for the quality of their product ?
To top all this Zuku charged me for installation and never completed the install as their third party has not got enough cable, and promised this five months ago, when we requested Zuku to complete the outstanding work at their Diamond Plaza office they said they believe the job is complete....
