[kictanet] The future of learning and the President's proposal on Computers

In some countries, operators have resorted to offering WiFi to their data
subscribers to reduce the load on 3G networks. Here, however the situation
is made worse by the fact that most of us do not have fixed connectivity in
our homes, and we therefore use mobile networks in their place.

Some operators say they are desisting from doing fiber to the
Eastlands(FTTE) due to the high number of cuts due to road construction, or
the many other reasons that people dig up trenches.

So what is needed here, the government to spearhead infrastructure PPP?
