Looks like the Operators are trying to "SELF" regulate the industry through the two Principals :-).  And now that the Chairman Eng. Okundi resigned yesterday, I see this behaviour getting worse in the mid-term...coz I think you needed a politician to tell-off the politicians - seeing that Dr. Ndemo and/or the DG could be smothered if they tried :-)
