In a perfect world....

(1) Years ago KeBS should have warned the public against counterfeits
on the market.
(2) Years ago CCK should have enacted regulations to ensure
counterfeits don't work on the networks in the first place.

My issue is, of the two which is the cart and which is the horse? If
the latter had been done early enough, there'd have been less of a
need for the former. If counterfeits did not work at all on the
networks, buyers would have been aware to test and detect a
counterfeit phone during purchase, lowering demand and consequently
supply.

Of course the counterfeiters would have quickly looked for other
tricks, like implanting fake IMEIs (duplicates of real ones) but I
imagine a situation where a vendor would bring in a bunch of handsets,
and upon finding some IMEIs already existing on the operators' EIRs,
would have the operators and regulator take action.

My point is that regulatory measures, implemented early enough, could
have saved us from this entire fiasco.

Am I looking at it too simplistically?
