[kictanet] Revisiting Deadly Thika Road

When its everyone's duty then it becomes no-ones duty. Road signs are a
basic necessity on a road and so is user education and enforcement of
regulations. A matatu stopping on the highway to pick up passengers should
loose its TLB license, driver should be arrested etc. is that 40
million Kenyans responsibility?
