HI Alice,


While this is a fairly balanced piece, I do take exception to a couple
of bits of it.

There is no "chaos" in the current Internet Governance system, nor are
the groups who have responsibility for specific parts of that
governance "ragtag".

I also think the subject of this email is misleading, as Youtube and
FB already DO pay for the data they send.

Thanks for following up on the Kenya position.  I hope we end up on
the side of the angels on this one!
