Dear Listers,

 

I have recently joined this  very informative listserve. I am doing a series
of studies for the United Nations in my role as UN Special Rapporteur on
contemporary forms of racism and would be grateful for your insights on the
following questions:

 

1.       Are there industry-wide policies on regulation of transmission of
content that promotes ethnic  and racial hatred and incitement to ethnic and
racial violence via the Internet in Kenya?

2.       Are there any policy proposals on the possibility of legislation to
combat the transmission of content that promotes ethnic  and racial hatred
and incitement to ethnic and racial violence via the Internet in Kenya?

3.       Given the need to maintain Internet freedom as well as protections
of other rights such as freedom of expression and speech, what measures may
be more appropriate  in addressing the challenge of exploitation of the
Internet to promote ethnic and racial hatred in Kenya?

4.       What are some of the  good examples of self regulation in
combatting  the transmission of content that promotes ethnic  and racial
hatred and incitement to ethnic and racial violence via the Internet in
Kenya?
