I have attempted to put together a summary of issues raised specifically about KICTANet. I have not included the latest contributions from Brian (compiling a wish list), Mucheru (Proposal for an action list) and Edwin's on having Vision 2030 as our rallying point.

A vibrant community and
a melting point for policy debates. There has been so much to learn and listen
to in the various debates.
·
Its
influence transcends Kenya and contributes to shaping policy and
policy consultation beyond its borders.
·
KICTANet influences national policy more
than is known or appreciated.
·
Current membership
stands at 690 drawn from diverse backgrounds of Media, Academia, Govt,
Regulator, Telcos (fixed, mobile, wireless). Not all members are active
-80% are often in read-only mode. However, the list is useful to both lurkers and active
members.
·
KICTANet
is one of several models that works and is replicated across several national
discussion lists in West Africa and has been suggested as a useful model for
public consultation on policy issues.
·
The
good dialogues that emanate from this group are propagated in other forums
beyond KICTANet. This should be seen as Kenya's export to the knowledge and
information economy.
·
KICTANet represents some form of E-justice where listers have raised
and received action/responses from service providers.
·
KICTAnet archives have
been used as core dataset by some PhD student(s).
·
Listers have gotten
jobs/scholarships/fellowships arising from KICTAnet posts.
·
The sharing of views
and debating them influences policy decisions at the highest level(s) and we
should not change this.
·
It is an important list
that serves its purposes well. If it falls silent for some time, then it means
that everyone is happy, which is not a bad thing. When it is active, it means
that people have issues, and they have a good place and forum to air their
concerns and opinion relating to the industry.
Writing the history for KICTAnet 2.0?
·
Do we want the forum to
remain a case study on how to kill a good forum and “… kick it into the dustbin
and leave it for the dead?”
·
Is it time for new
thinking and new approaches for KICTAnet? Do we need a strategy to reposition
it?
·
Can the strategy document be a guide
to see what has been achieved, what fell by the way side, identify what is
still relevant, plug in new ideas and strengthen the network?
·
What management structures, membership structures,
operational, financial structures do we want to see going forward?
·
Can it be the
representative body in IT?
·
Does the responsibility
of keeping the forum alive remain with those over 35?
·
Is it time to move
the debates to twitter, Google hangouts and face book? Is a blog also possible, and can anyone
strong on this can be seconded or volunteer to take it up?
·
Do we want a
system where as a member of the list one must make at least 1 contribution per
year to retain membership?
·
Should the list
remain informal, peer to peer, maybe even faceless?
·
Can KICTANet mobilise
funds locally for say monthly face2face meetings or such gatherings? (We need
to be clear on why we need funding).
·
How can we make the
list more interactive so that there is wider participation/engagement for
mutual benefit of all?
·
What implementation mechanisms need to
be in place to follow through with the decision makers – effectively
influencing policy?
Consensus?
1. Read mode/Lurkers
·
Read Mode" is not necessarily
a bad thing and such listers are also stakeholders. Their silence is not
inactivity. They benefit
from Kictanet list and learn good practices that inform public policy in
various areas.
·
In an obtrusive way, lurkers, facilitate
open and free discussion without officialdom, exercise of privilege, and
duress.
2.
Implementation
·
The forum needs
an implementation outlet to follow through with the debates and pressure all
stakeholders to come to the table and get things moving, effectively
influencing policy.
·
Maybe on each
topic the key Government agencies can be requested to always give an opinion-
that may generate more participation. And the subject line would ensure it
highlights " XXX's position on....".
3. Strategy
·
A
constant review, against KICTANet's initial objectives would be a good starting
point; and documenting its progress over the years through careful research is
important.
·
There is need to review
the aims and strategies but we need to have a representative forum that allows
for this to take place.
·
KICTAnet should therefore, soldier on
but, of course, with innovation, vision, and relevance to the challenges of the
times.

Thanks so much Gilda. Actually, therein lies the conundrum – How to grow the forum potential that we have? How to spur on such a huge base asper Washington’s stats, to a wider participation/engagement for mutual benefit of all, the nation and beyond. Debate hereon the good days can really, really be rich in content at the same time being informative & Educative. Secondly, as Edwin earlier on stated, on those good days when debate – deliberation & conclusions is at its best, weunfortunately do not have mechanisms in place to follow this through with the decision makers – effectively influencing policy. How do we address this..? It won’t just be enough to build up an archive for PhD students out of the Kictanetrepositories.. Let these deliberations make a difference that can count in this country. Many people would rather write directly to you during a debate, as you say below, rather than voice their opinion openly. I am thinking Kenyans are still very shy and scared of being seen to "step on another's toes"- just in case their comment may be going against someone's opinion. Many would rather hide and comment quietly to the person next to them or the person they are close to.I imagine that is why there are still so many things that remain unchanged in the country that could be changed if people came out and voiced their opinions. But the few who write must never feel discouraged as their voices are still being heard and they are impacting on so many. It takes a few people to bring about change. My thoughts. Spot on Gilda. However, it may be useful to hear from some lurkers as to why they are not active participants of the forum (there is not so much from the sisters :)). Maybe there is something that can be done to allow for more participation? I have for example received comments off-list when I have moderated debates, and my question to those listers is that it would be nice for them to raise the very good comments here on this forum. Again, the aim is to strengthen the forum and have it continue to remain relevant. On another note, I have seen some of our discussions here quoted authoritatively on mainstream media, as well as on social media. Ben Akoh, we look forward to reading the findings of your research. Listers, I think we need to remember that just like in any other forum, there are always the very few who engage in discussions while most do the listening. This is a powerful testimony. I do also know of a PhD student whose core dataset is the KICTAnet archives. And others who got jobs/scholarships arising from KICTAnet posts. I think these are some of the stories that we want to hear from the "horses" mouth...
However, on the flip-side, I think we should also welcome the negative experiences - or challenges as it were - so that we can improve going forward.

others. I am not Kenyan, I have visited the country several times, I will
be visiting it in the next month, I love it, its people, and have very
good friends there.
I participated in one of the earlier public forums that helped to shape
Kictanet and that fed into the numerous fiber initiatives to which you and
most of us now enjoy: directly when we visit the country, and indirectly
when we interact with good people like yourselves who continue to pave the
way for how public consultation can shape future growth and development.
My comments are along three lines:
1. The benefits of lurkers: Being a lurker is not necessary a bad thing.
Some of us continue to benefit from this list and learn good practices
that inform public policy in many other areas. For instance, the Kictanet
model is replicated across several national discussion lists in West
Africa and have been suggested as a useful model for public consultation
on policy issues. Lurkers benefit through propagate the good dialogues
that emanate from this group in other forums beyond yours. See this as
Kenya's export to the knowledge and information economy.
2. Questioning is good: Seeking ways through which this forum would become
more relevant is also not necessarily a bad thing. Questioning leads to
improvement. The day that every member of this group thinks that the list
has arrived (group think), is the day it begins to slowly die a death.
Thus, a constant review, as someone mentioned, against Kictanet's initial
objectives is a good starting point; documenting its progress over the
years through careful research (as another person mentioned) is also
important. But significant consideration should be given to the medium of
delivery and how this is relevant to the context of the times. "The medium
is the message" (Marshall McLuhan). The medium should thus respond to the
demands of the time. Considerations should be given to those for whom
policy is deliberated but who do not have access to deliberate in its
present form.
3. Kicktanet is one of several model that works: I am currently finalizing
a toolkit (ebook and wiki) of several models that have worked for
generating evidence and for seeking consent of those whom policy will
affect using case studies of good practice models implemented across the
world. Kictanet and this discussion list is featured prominently as one of
them. I hope to share the outcome of this research once it has been
published.
In sum, all these go to say that:
1. The list is useful to both lurkers and active members.
2. Its influence transcends Kenya and contributes to shaping policy and
policy consultation beyond its borders.
3. The medium should respond to the dynamic context of communication
technologies, and cater to the local context as well as the growing needs
of its audience - present and future. It should therefore be shaped
accordingly.
