GG,

Yesterday i went through another frustrating experience at the registrars
document, i was told that it would take five days to get a letter of
introduction for a Society to the bank, now 1 week to get a letter is
abusing our intelligence. Well the current scenario notwithstanding there is
need for government to incorporate document management system and basic
entreprise resource planning systems tailor made for governmnet, before
pushing this agenda i would wish to understand how initiatives such as IFMIS
have perfomed in Kenya since this might be an indicator of what we should
expect, we should also be looking at ensuring this services can be availed
on cell phones since they have wide reach in East Africa. To answer your
question on co-ordination i think we have competing interests among
government agencies due to donor driven interests and per diem syndrome, if
we can get a cure for those two problems we will be sorted.
