The answer to your questions is that I do not know.  At some point in this forum I offered to get senior Government officials respond to IT related issues but the offer was not followed up.  Both the AG and the SG had agreed to be the trail blazers.  I am waiting.

A peculiar observation about Mombasa Road, when we have dignitaries flying
in the morning, there is no traffic.Does this mean that traffic is ignored
on other days as not being critical?

A recent article on Business Week says roundabouts are developed to
eliminate traffic light delays making traffic flow faster. How comes this
is not the case in Kenya, and why do we have both lights and roundabouts?
