[kictanet] How to fix public transport

What's needed is proper enforcement of the law by the
police. The laws exist. The police exist. The law simply
isn't enforced. 

To get proper enforcement, pay the police properly, instil
discipline from the top and give them proper training and
resources on how to do their job. That's what's needed.
