The fault can be on the ISP or user depending on the kind of service the 
user is on, if @Yawe is on a service where the IP is dynamically 
assigned and probably natted to different users then the problem could 
be because of another user and not necessarily @Yawe.
@Yawe if your on a static IP assignment then you need to check your LAN 
if not then keep heaping the blame on Orange
