With the country set to move into a county government model, I'm wondering
whether there's a framework in place (or in development) to ensure that the
use of ICT in those governments is harmonized and that e-Government remains
coordinated. My concerns are mostly about:
1. The level of autonomy county governments will have in regard to
choice of platforms for e-Government. For instance, will they be allowed to
choose their own health information system to manage healthcare delivery or
disparate systems for the collection and management of local taxes?
2. The likelihood that different county governments may adopt varying
standards for data formats, operating systems etc making inter-operability
at the Government-to-Government (G2G) level difficult.
3. How the transition will affect human resource capacity to support
existing systems such as those electronic medical records systems running
in some hospitals and whether there's a way of mitigating the risk of
systems with no local (county) support.
