Solomon,
I do not remember anybody responding to your question on Bonds.  A Government bond is one way the government borrows from the public at a fixed rate of return to the lender or investor (the public or banks).  It is some times referred to a risk free investment which you are sure of the return.  In most cases bonds are short term (3, 6, 9 months) in nature because you can predict the stablity of inflation.  There are long term bonds of up to 30 years.  These are rare in our part of the hemsphere because of the eratic nature of our economies.

These type of investment is suited for older people who do not want to take any risk in terms of investment.  For example, the stock market can be risky if the shares fall below the par value accompanied by no dividends.  Younger people can wait for a turn around in case of stocks.  Our most popular investment is land but it has its own problems when the titles are not assured.  The return may be good but you are likely to lose especially if someone sells a public land as in Kitengela.

Bonds or risk free investment are not without risk.  Inflation is their biggest enemy.  If you invest at a return rate of 12% and before you discount the bond inflation jumps to 15%, you value of the shilling will be diminished.

I think the bureacric system within the Kenyan government system is
squarely to blame for this.
We might have brilliant ideas but when it comes to implementation
that's another thing, beacuase of this roadblock.
It kills the motivatin that local content providers have.

I also admire the Germany model, where most of the public domains -
parliament (www.bundestag.de), their premier league
(www.bundesliga.de) etc are in German.
