The prince can propose to whomever he so wants, and that's nothing to do
with Kenya or Kenyans. His grandmother was learnt of the her father's death
while in Nyeri and she was crowned the queen after. That has never changed
much in Kenya.
The prince is fulifilling his social obligation as the rest of humans
