Emmanuel, I seem to recall that Telkom Kenya was entirely in local ownership
when it ended up with 19,000 or so employees, so not sure nationality is
really the issue here.
I spoke to Michael Joseph yesterday and he has a very specific criticism:
- that a dominant operator should only be penalised if it *abuses* its
dominant position, and
- that the regulations don't define what abuse is, and how this will be
investigated and dealt with.
- that this had been deliberately left out of the regulations even though
he has repeatedly raised it with the relevant authorities (CCK, Min of
Inforrmation) in the drafting stage, and has received assurances that this
would be included.
