There a dead horse parable which I am pretty sure you may have come accross.  We may be wanting to re-examine it, go overseas to establish how dead horses are revived, bring in experts on dead horses .... Let us move to impact the lifes of those UA was meant for.  Some two years back we spent inordinately a great deal of time debating this issue.  Now it is implementation time.
