It depends on how you define quality. take a system perspective and customer care would be reduced to one of the dimensions of quality.  This aside, the point is- CCK has the responsibility of  ensuaring that licensed companies like safaricom deliver within the acceptable limits thus protecting consumers.

To be precise, this is a customer service issue, not a QoS issue.
