I find this document done by one distinguished Kenyan Firm interesting and perhaps gives some opinion on institutional framework. Policy makers in this listing could follow-up on recommendations from the final document which I believe was shared to most ICT stakeholders.

"Perhaps, rationalisation, re-engineering and merging would result in clearer, measurable, well resourced mandates for the One or TWO bodies needed excluding MoHEST whose core business should be educating/training"...is good proposal which requires ownership and knowing the current ICT institutional framework, we all agree, we need some prompt changes on how we operate.

I beg to disagree on creating yet another body such as RITA. This would be yet another bill on the tax payer

MoHEST could also provide kenyans with data on no. Of graduates at all levels of higher education and areas of training/qualification, annually. This does not exist today and hence the listers have severally talked of national skills audit etc.

Thanx Nyaki for being a tremendous co-moderator and between you and Mwende, I now know I can retire comfortably.

As for institutional overlaps u describe below - we just need to borrow from Rwanda. Create an oversight body like RITA (Rwanda Info Technology Authority) that will have a broad cordinating role over all the others (KICTBoard, Min Ed, eGov, GITS, etc) that have anything ICT.
