Dear Nancy,

Pole sana - but you have misunderstood. Let me lay it out so that
(hopefully) you and others might have a slightly better understanding.

1) .KE is a "Country Code Top-Level Domain" in internet jargon this is CCTLD
2) In Kenya, the policy is to have five sub-domains i.e. .co, .or, .go, .ac
and .sc
3) The clauses in the the KCA Amendments '09 relate to the "sub-domains" as
above - not to third-level domains
4) By virtue of this - all domain registration occur at the 3rd level domain
e.g. kictanet.or.ke
5) The licensing provision is a "forward looking" (to use an American term)
provision that will allow the development of a competitive hierarchy of
registries (since the same act prohibits monopolies and duopolies.

Hope this makes things a bit clearer - and also takes the fear out of
people's hearts!
