I tend to agree with Robert that you pick up the issue with KASNEB.
Issues of gazettement  can be sorted out later by another gazette
notice. What do you think about calling some of your members to start
the ball rolling?

Dear Robert - thanks for your suggestion but it appears that you are
unaware that the ICDL thing was gazetted (Gazette Notice Vol CXI-No 98
Dated 13th November, 2009 - see attachement)
