Colleagues
Noting the previous discussions, many people are now using the term MSPs to refer to multi-stakeholder partnerships that combine civil society, private sector, governments, donors, international agencies etc. - instead of simply PPPs. My own view is that it is very important to distinguish between civil society and the private sector – although I know that others disagree! One of the reason that so many initiatives have failed is because they have concentrated on PPPs instead of MSPs! We must involve civil society and others if we are to have any hope of delivering successful ICT4D initiatives!
In case people may not be aware of the work that UNESCO and the World Economic Forum are doing in this area, do look at http://www.pfore.organd http://www.weforum.org/pdf/GEI/Partnerships.pdf

Thanx Mike for your quick and precise definitions...I found
that your thinking does match the understanding from good
old Wikipedia, http://en.wikipedia.org/ and I quote below.
Civil society: refers to the arena of un-coerced collective
action around shared interests, purposes and values.,
Private Sector: is that part of the economy which is both
run for private profit and is not controlled by the state.
Public Sector:part of economic and administrative life that
deals with the delivery of goods and services by and for
the government,
ICT4D: refers to the application of Information and
Communication Technologies (ICTs) within the field of
socio-economic Development.
I do hope everyone agrees with these definitions so that we
avoid misunderstandings as we progress in the discussions.
