[kictanet] Is KRA ready for e-commerce

Dear Yawe,
We are trying our best.  The ICT Board which has the responsibility to
market outsourcing both locally and internationally have just finished
working on their strategic plan.  They are also trying to pilot with the
police department.  I am sure by the time the infrastructure is ready, we
shall have created sufficient awareness.

By the way thanks for bringing this to our attention.
