Dear Alex,

I find it interesting that you choose to use a public mailing list to ask
such questions. You know very well who the KICTANET staff are, you know very
well where the KICTANET office is and you also know every single one of the
relevant individual email addresses that such a request ought to be directed
to.

Have you tried this and failed to receive a response? If so, please let me
know and as Chairperson I will see to that you get a response. If not, then
I strongly suggest that you follow what would be considered normal procedure
in most organisations and contact the operations personnel directly.
