Brian, 

It think this is Brilliant! - now I know why you got the 
ICT hall of fame award ;-).

I agree we need to think from all perspectives.  What kind
of data can the regulator PULL from their Customers rather
than just PUSH to their Customers...

keep thinking outside the box and contribute.
