Maybe what we should be addressing here are the issues of Technology
to be deployed or Economic models
What lessons have we learnt from other similar projects that have
taken place on the continent such that we do not fall into the same
traps or problems experienced
What are the good practices to follow on this prject
Maybe this will start the roll of infor
