If the messages and calls are getting from one network to another it
implies an interconnection agreement already exists. This is could
very well be a technical problem involving GSM/CDMA messaging
protocols or other reasons which may be non technical. If consumers
have been complaining and the provider has nothing to resolve the
matter or issue refunds, consumers have a right to seek redress
through other avenues.

The best and simplest resolution would be for the provider to review
their billing records for SMS sent to Telkom Wireless and credit those
accounts for billings made while ensuring that the problem does not
occur again. In regards to recourse there is plenty of recourse
particularly for prepaid accounts as opposed to post paid accounts
where the provider has already received funds and failed to deliver a
service that has been paid for.
