Hi all,

I see that a journal article by Willie Currie and Robert Horwitz in 
Telecommunications Policy entitled "Another instance where privatization 
trumped liberalization: The politics of telecommunications reform in 
South Africa-A ten-year retrospective" has been written up in Business 
Report (http://www.busrep.co.za/index.php?fArticleId=3998638) and then 
Slashdotted at http://slashdot.org/article.pl?sid=07/08/26/1642210.

Looks like a damning summary of how *not* to stimulate investment and 
competition in the telecom sector.  We all knew South Africa was an 
awful example but it is chilling to have 10 years of greed, 
incompetence, and mismanagement laid out so starkly.

P.S.  While we are on the topic of *access*, I see that the actual 
journal article is not available on the web.
