[Kictanet] Kenya Information & Communications Bill analysis

ICT Colleagues

Following the very successful collaboration with the Ministry of Information
and Communications last year to formulate the National ICT  Policy  which
was subsequently  approved  by Cabinet in Jan 2006, KICTANET has established
a team to facilitate a comprehensive review of the draft ICT bill. Key
issues the team is considering is 

-        the philosophy of the bill - what is the audience  of the bill  -
the consumer, operators or the  control

-        context of the bill - are Kenyan concerns taken on board to empower
them exploit ICTs

-        construction of the bill - positioning with other laws, operational
process of the structures created by the bill

-        implementation - the ease, the enforcement, efficiency of, etc

 

We have phased the process and are will be discussing the context as part of
phase 1 on April 19th

contribute to the review process as proposed in the attached document
