<div>Sometimes one looks at Kenya and shakes his/her head and just leaves because our systems are crafted to fail by design.</div>
<div>When governments worldwide are putting in place emergency measures which only require legislative endorsement/backing, whereas such legislative backing should already be part of our statutes and should only require the legislature to kick them into gear
(we do have examples - like allowing the president to call in the military to help the civil police in certain situations) here we have a National Assembly which wakes up and appears to commission a study on what to do during an emergency.</div>
<div>The same legislators have trodded the world doing benchmarking, thereby wasting millions when their only interest during such trips are their allowances.</div>
<div>Having benchmarked all their time, can't they just raise their necks a little and see what other African countries like Botswana, Rwanda and South Africa are doing?</div>

<div>The most interesting bit is that when Kenyans were shouting themselves hoarse that border should be closed and flights stopped, no one listened - until COVID-19 landed here.</div>
<div>Aren't we looking like fools trying to legislate during an EMERGENCY - a medical PANDEMIC?</div>

<div>If we never had any such legislation, it is time to copy/paste from the neighbors. </div>

Food, water etc</li><li><b>Support services and cross cutting issues - </b>Includes awareness creation, how to combat stigmatization and network access across the country.</li></ol>
