They send out an Expression of Interest (EoI) and then selected the winner based on perhaps what the various auditors proposed (IEBC can correct this, since I stand to be corrected)</span></div><div id="yui_3_16_0_ym19_1_1485415213851_100450"><span><br></span></div><div id="yui_3_16_0_ym19_1_1485415213851_100450">Such a process - beauty contest - is always faced with the risk that the client (IEBC) may end up with what looks 'sexy' rather than what really needs to be done.</div><div id="yui_3_16_0_ym19_1_1485415213851_100450"><br></div><div id="yui_3_16_0_ym19_1_1485415213851_100450">Perhaps IEBC should have used the Expression of Interest gathered to provide some baseline specs and then factor in the details of what needs to be done in terms of not just auditing the register, but also the processes around it.
