to "appoint experts by the Committee whose knowledge and skills are necessary

<div dir="ltr">Please dissuade me from thinking that this is just a way of ticking a certain box called 'Public Participation'.</div>
<div dir="ltr">Let me elaborate. When the Ministry of ICT wanted public engagement on the ICT Policy 2016 they engaged us and gave us ample time to discuss and give input. </div>
