The referendum on the new Swiss surveillance law resulted in a vote of 65%<br>
in favor of the law.  That is, only 35 of the people voted against the law.<br>
In my opinion, that is a low score.<br>
<br>
The low score against the law is probably due largely to the fact that the<br>
government, and the political parties supporting the law, assured voters<br>
that the law will not be used to institute mass surveillance, and that at<br>
most 10-20 individuals per year will be targeted for surveillance.<br>
<br>
So the referendum and the resulting public debate was useful in that it<br>
resulted in a clear statement regarding the intended scale of the permitted<br>
surveillance.<br>
<br>
Opponents of the law must now carefully observe its implementation to ensure<br>
that the assurances given during the referendum campaign are kept.<br>
