Sir, I suggest that you liberalize the basic education sector. You
could invite interested Kenyan investors to take up public school and
run them for an agreed period of years. The Government would then pay a
minimum school fees for all children in all schools. A given school may
choose to offer education at the minimum school fees offered by the
Government or increase based on the available facilities and standards.
This will enable the Government to offer education to all children in
Kenya. The schools will employ the teachers privately. The Government
