The Daily Nation has unearthed evidence of a secret Kenyan shareholder in<br>
the Chinese firm at the heart of the country?s digital migration row.<br>
<br>
Registry records show that a company called Excel Magic International Ltd<br>
owns 6.7 per cent of the Pan Africa Network Group?s (PANG?s) issued shares.<br>
<br>
The company is registered in the British Virgin Islands, a popular tax<br>
secrecy jurisdiction, allowing its true owners to legally remain anonymous.<br>
<br>
According to company registry records, however, Excel Magic International?s<br>
shareholding is described as ?Kenyan?. It owns 2,500 of the 37,500 shares<br>
(a 6.7 per cent stake) in PANG, which was registered in Kenya on March 4,<br>
2011.<br>
<br>
The development has introduced a new twist to the controversy surrounding<br>
digital migration because, until recently, the Communications Authority of<br>
Kenya has been publicly stating PANG Kenya was a wholly-owned Chinese firm.<br>
<br>
Observers will be quick to draw parallels with Mobitelea Ventures Ltd, the<br>
shadowy firm that was exposed in 2006 as a secret shareholder in Safaricom.<br>
<br>
It emerged that, as Kenya was going through a transition similar to digital<br>
migration ? opening up telecommunications by introducing mobile telephones<br>
? individuals in then President Daniel arap Moi?s regime had negotiated<br>
with Vodafone Plc to acquire shares in Safaricom Ltd ahead of its public<br>
listing.<br>
<br>
Vodafone Kenya Ltd itself was owned through nominee companies ?owned? by a<br>
firm of lawyers. The secret shareholding arrangements were seen as possible<br>
evidence of an indirect kickback to unidentified individuals.<br>
<br>
To date, the true identities of the local owners of Mobitelea Ventures, who<br>
earned billions before eventually giving up their stake, are not known.<br>
<br>
Excel Magic International gives its address as OMC Chambers, Wickhams, Road<br>
Town, Tortola. The Carribean island of Tortola is the largest and most<br>
populated of the British Virgin Islands, while Road Town is its largest<br>
town.<br>
<br>
Records obtained by the Daily Nation show PANG was registered with a<br>
nominal capital of Sh4.1 million, with 500,000 authorised shares valued at<br>
Sh82 each.<br>
<br>
PANG?s directors are named as Mr Xinxing Pang and Mr Shang Junqi.<br>
<br>
The company was the second to be awarded a Broadcast Signal Distributor<br>
licence by the communications regulator in October 2011, a few months after<br>
registration. Earlier, the government had given a licence to Signet Kenya,<br>
a company it jointly owns with state broadcaster KBC.<br>

Thanks for the poll results. A number of critical observations:<br>

*the survey was done with 400 pax via sms - this already creates a bias as your average person will unlikely respond by sms (so the poll reached an elite group!). A national representative sample makes more sense or atleast on the ground surveys to reach those unlikely to use sms for surveys<br>
<br>
*there is a difference between awareness vs action. Ofcourse with all the noise, awareness levels are high, action is low as I see 56% of your sample has taken NO ACTION (if this is extrapolated to the 40+million Kenyans it's a huge number even with the sample bias I pointed out above). So "action" is what we should focus on and not awareness.<br>
<br>
*the reasons for not switching over are also quite instructive (see the the pie-chart on slide 13)<br>
<br>
This last point "reasons for not switching over" is the crux of the matter! And that is where our energies should be concentrated and keep in mind the bias issue knowing that millions have not taken action.<br>

Indeed there can never be enough education and awareness but that is not to say CA has not done anything. We have had roadshows, market activations all over the country, advertisements in the print and electronic media, digital platforms, and even door to door campaigns in Nairobi in December. Certainly the advertising was challenged by the fact that the three media houses would not take any paid advertisements or publish any factual information on digital migration . This limited the reach quite a bit. The campaigns were aligned to the phased switch off and so we are still doing the rounds. We need all efforts from all 'convertees' so any proposals on how you can reach your constituencies on our behalf would be great!<br>
<br>
In addition, see the poll results from Geo Poll, the largest pollster in Africa. This was released in January. It will give you a glimpse on the level of awareness on this issue.<br>
<br>
Also be sure to check our social media pages Face Book: DigitalTVkenya and Twitter: digitalTVkenya . You will be amazed that people are so much aware and are having active discussions on the subject matter.<br>

But admittedly, we need to do more especially as the deadline approaches.<br>

While this is great to share, the average Kenyan has NO clue what we're talking about, why they need to move, what they need to get in terms of STB, where, prices etc. The list you've sent is very technical, how can you simplify it for the common person and even for those alittle more techy, how do I know which model is better etc. The specs don't make sense to the common person.<br>

What is CAK doing to educate the average Kenyan (whom as we know is a "peculiar" consumer)?<br>
<br>
I'm very concerned that we are just watching the theatrics, but not many are moving in the direction of migration, in reality!<br>
