There are 3 main fibre cables near Konza and there is plan to pull one of this in...a last mile issue in a sense. I know the Board of Konza are keen on some sort of hub like the one you are talking about, where you can put some people together to work on something. Seriously one should read the stories of Silicon Valley (and not we are not replicating this) but there is so much learning that shows your idea is not far-fetched.
