This is probably tolerated by<BR>the political class because it keeps demands for better salaries and<BR>work conditions to the minimum. The avenues of getting money illegally<BR>are numerous and have minimal risk so earning a net salary of Ksh<BR>40,000 and making Kshs 200,000 keeps them happy. Also they are<BR>malleable to the politics of the day.<BR><BR>Having interacted with some on a case before, I can comfortably say<BR>they are not incompetent.
