<p>Can someone give us a Matrix of the stakeholders involved in this project and their role? I don't think blaming the CS of education is a correct move we need to trace the circuitry through the dash board that advised him or the tender board that made that decision. As a country we are not short of professionals who can help us arrive at good decisions. We need to move beyond blame game to understanding where we really fell short in the process and fix it from there.</p>
