The schools laptop project is not a one off procurement and implementation initiative. It is supposed to be a multi-year engagement that will require h/ware and s/ware refresh every x years as the children progress through the school system. The procurement process is fully ingrained in the whole technology road map and vision realization. So, the entity that is in charge of developing ICT standards and policies within the government (read ICTA) should be fully engaged throughout the process as a stakeholder....not necessarily by running the show, but by engaging with the MoE to provide guidance and oversight. These government entities cannot succeed in technology their missions by working in silos.<br>
