As an example, if MoE wanted to build a 100 Storey Structure, wouldn't they have to involve Public Works in making the specifications for the building as well as evaluating the bids from the various contractors?<br>
<br></div>But, when it comes to ICT, all over a sudden, everyone is an *expert*. MoE simply has no skills and expertise in-house to make the specifications, evaluate and project manage a project of this scope.<br><br></div>
