<div dir="ltr">I'll bet that all of those government officers have 'work' emails but the ghetto Exchange/Qmail/Zimbra installations floating around this country just don't work. What I've seen in my limited time here (6 months) is that there's no focus on even 1 year ahead when it comes to ITC systems. This is not just a public sector problem although it's most obvious there.<div>
<br></div><div>The issue seems most commonly to be some sharp kid comes out of school, sets something up that nobody else knows how to use, and then if he's really smart moves to a better job, leaving the unmaintained system behind, or if he's not so smart, sticks around but doesn't have the wherewithal to maintain and improve the system. Either way is problematic. What needs to happen is for local leaders to create more environments of excellence. Even a 3 or 4 person team of sharp tech people can do amazing things with ITC if they're given a budget and empowered to make things happen - a little political cover is all they really need from their bosses. I know there are alot of smart young people around (I've met them), but the old people are just strangling them.</div>
