So much effort was already made in reviewing the two Bills. I am not too sure the current initiatives are are meant to build onto the efforts already made before. And don't the people involved in the new initiative have an idea about who the stakeholders are? The Ministry of Information, Communications and Technology has established a Working Group to align the ICT sector policy and legislation with the Constitution of Kenya.</div>

The mandate of the Working Group is to develop a draft policy and bill for the implementation of Article 34 of the Constitution and to undertake consultative meetings with relevant stakeholders and members of the public on the draft proposals.</div>
