                        Edith - Kenya has not signed the WTO Information Technology Agreement (<a href="http://www.wto.org/english/tratop_e/inftec_e/inftec_e.htm">http://www.wto.org/english/tratop_e/inftec_e/inftec_e.htm</a>) despite this agreement being there for over 15 years. The ITA provides for participating countries to completely eliminate duties and all levies on IT products covered by the Agreement. The ITA maintains a schedule, used internationally, that defines what is IT equipment. Without this schedule, it would be anyone's guess how tax authorities in Kenya determine what to tax and what not to tax. For example, a UPS which is integral to a computer given our unpredictable power, is taxed, which should not be the case. We have tried in the past to get the Government to sign this agreement. This is a major ICT public policy issue and perhaps the new Government will act.</div>
